The following Estimated Authorization Values are intended to assist Property Managers and Contractors in categorizing common repair, maintenance, replacement, and improvement projects.
Estimated Authorization Values are intended for authorization purposes only and are not contractor quotations. Actual costs may vary based on labor, materials, site conditions, accessibility, code requirements, and other factors.
PAINTING CONTRACTOR
1.1 Material Provision
Materials and supplies are not included in the Estimated Authorization Value unless otherwise agreed by the parties.
Unless otherwise agreed by the parties, paint and painting supplies are expected to be supplied by the Property Manager. If the contractor is authorized to purchase paint or supplies, such costs may be billed separately and are not included in the Estimated Authorization Value unless otherwise agreed by the parties.
1.2 Select Estimated Scope
- Touch-Up Painting (Up to 150 SF)
Estimated Authorization Value: $500 - Interior Painting (151–500 SF)
Estimated Authorization Value: $950 - Interior Painting (501–1,000 SF)
Estimated Authorization Value: $1,450 - Interior Painting (1,001–1,500 SF)
Estimated Authorization Value: $1,995
1.3 Scope of Work is Limited to
· Surface preparation necessary for painting.
· Interior painting of walls, ceilings, trim, and similar painted surfaces.
· Application of up to two coats of paint.
· Cleanup of work area.
1.4 Excludes
· Paint and painting materials.
· Drywall replacement.
· Water damage repairs.
· Mold remediation.
· Wallpaper removal.
· Structural repairs.
· Lead paint remediation.
FLOORING CONTRACTOR
2.1 Material Provision
Materials and supplies are not included in the Estimated Authorization Value unless otherwise agreed by the parties.
Unless otherwise agreed by the parties, flooring materials are expected to be supplied by the Property Manager. If the contractor is authorized to purchase flooring materials or supplies, such costs may be billed separately and are not included in the Estimated Authorization Value unless otherwise agreed by the parties.
2.2 Select Estimated Scope
- Flooring Repair (Up to 50 SF)
Estimated Authorization Value: $500 - Flooring Replacement (Up to 250 SF)
Estimated Authorization Value: $1,000 - Flooring Replacement (251–500 SF)
Estimated Authorization Value: $1,500 - Flooring Replacement (501–750 SF)
Estimated Authorization Value: $1,999.99
2.3 Scope of Work is Limited to
• Removal and replacement of damaged flooring sections.
• Removal of existing flooring.
• Basic floor preparation.
• Installation labor.
• Cleanup of work area.
2.4 Excludes
• Flooring materials.
• Major subfloor repairs.
• Structural repairs.
• Water remediation.
• Mold remediation.
PLUMBING CONTRACTOR
3.1 Material Provision
Materials and supplies are not included in the Estimated Authorization Value unless otherwise agreed by the parties.
Plumbing fixtures, faucets, valves, toilets, water heaters, piping, fittings, drain components, and other plumbing materials are expected to be supplied by the Property Manager unless otherwise agreed by the parties.

- Plumbing Service (First 2 Labor Hours)
Estimated Authorization Value: $500 - Plumbing Service (2.1–5 Labor Hours)
Estimated Authorization Value: $1,000 - Plumbing Service (5.1–8 Labor Hours)

3.3 Scope of Work is Limited to
- Plumbing diagnostics and troubleshooting.
- Plumbing repairs.
- Faucet replacement.
- Toilet repairs and replacement.
- Valve replacement.
- Drain repairs and clearing.
- Water line repairs.
- Fixture replacement.
3.4 Excludes
• Materials and supplies.Permit fees.
• Water heaters and major equipment unless separately authorized.
• Major reconstruction.
• Structural modifications.

ELECTRICAL CONTRACTOR
4.1 Material Provision
Materials and supplies are not included in the Estimated Authorization Value unless otherwise agreed by the parties.
Electrical fixtures, outlets, switches, breakers, wiring devices, lighting fixtures, and other electrical materials are expected to be supplied by the Property Manager unless otherwise agreed by the parties.
4.2 Select Estimated Scope

Estimated Authorization Value: $500 - Electrical Service (2.1–5 Labor Hours)

• Service upgrades.

HVAC equipment, thermostats, motors, compressors, coils, filters, refrigerant, and other HVAC materials are expected to be supplied by the Property Manager unless otherwise agreed by the parties.
